I have a theory that it was originally supposed to emulate the dialogue and style of the West Wing, particularly with its Sorkin-style long-winded monologues. However, once the original scandal was revealed, the show had to come up with a new, crazier scandal to keep people watching; the dialogue was just an extension of that.
Over time, the cycle repeated, and now every episode has multiple poorly written long-winded monologues, more absurd metaphors, more over-the-top personalities, and more ridiculous scandals. I m waiting for the show to get to the point of Olivia Pope delivering some independence-day style speech before fighting off aliens.
